Dear Fellow Residents:
The Board of Directors is pleased to welcome Mitchell M. Koop, CPA PC as our dedicated Fairfield Homeowners Association Management Team.
Due to the increase in the number of residents, and the planned expansion, the Board of Directors determined that this would be in the best interest of all the residents of the Fairfield Subdivision. Their dedication and expertise is an advantage that we all should look forward to having in place. The Koop CPA Accounting Firm has been managing HOA’s since 2007.
Construction is progress:
- Mystic Lane
- 20 new homes total (approximates)
- 14 homes completed
- 3 under construction
- 3 lots remain
New construction projects on Folsom Road:
- A walking trail, completion dates T.B.D.
- Commercial Building directly North of Grayson/Canyon
- Professional complex
- 3 units
- Predominant business day traffic
The completion of Mystic Lane will bring our home count to: 108. When all construction is complete, we will have 151 Residential Homes within our Homeowners Association.
Our neighborhood continues to grow, and we could not be more excited. Some of you may or may not have been made aware, at closing, that our Fairfield neighborhood does in fact have an Association.
Our Homeowners Association is always glad to answer your questions. By participating in your neighborhood HOA you are investing your time and efforts into your neighborhood that will ultimately culminate in a safer and richer environment in which to live and raise a family.
We hope that you will join us for our Annual HOA Meeting, September 16th @ 6pm.

Fairfield Homeowners Association
Below is a list of common rules found in the Declaration of Covenants, which residents tend to overlook or forget to follow. Please refer to the “Links” tab on the Fairfield HOA website for a complete listing. Following this list is some other informational tips you may find helpful.
Rule Reminders:
Article VI, Section 1: Each owner shall regularly mow and maintain, and keep in a neat and attractive condition, the grassed and landscaped areas of his yard.
Article VIII, Section 5: No business or commercial activities of any kind or any “garage sales”, or “sidewalk sales” or similar activities or events shall be conducted on any Lot in the Addition.
Article VIII, Section 7: No boats, trailers, campers, buses, mobile homes, recreational vehicles, etc shall be visibly parked on a “permanent basis”.
Article VIII, Section 11: No sign of any kind shall be displayed on any Lot except one advertising the property for sale.
Article VIII, Section 13: Any antenna, such as satellite receiver, should be installed at the rear of the dwelling and not visible from the street.
Article VIII, Section 15: Garbage cans, except on collection days, should be hidden or screened from public view.
Additional Information:
- Any major changes done to a lot after original completion must submit to the board (through management) an Architectural Review Application (which can be found on the association’s website). Changes are those such as a pool, fence, or any other improvements.
- Association dues are mailed out yearly.
- Any mailbox issues can be directed to the Tobe Hahn Post Office at the corner of Dowlen and Folsom. You may request a key change if you are a new resident.
- City of Beaumont Ordinances:
- “Dogs in public must be on a leash (even in your front yard).”
- Please engage in common courtesy and pick up after your pets
- “Vehicles cannot remain on the street in excess of 24 hours.”
- Vehicles must adhere with the flow of traffic
- “Dogs in public must be on a leash (even in your front yard).”
As a reminder, you have a responsibility and obligation to adhere and abide by the Covenants & Restrictions of our Association in their entirety.

Fairfield Residents,
As most of you are aware, the initial Multi-Family Tax Credit Program Complex, “Westfield Crossing” which was being planned to be built in front of Westchase Village will not proceed forward.
The development company dropped their plans to proceed after meeting the sever opposition from the residents of Westchase Village, Fairfield, and Barrington.
You may also remember that the initial petition was changed to address another development that was in the planning phases to go on County Property directly across from Fairfield next to Boys Haven.
This particular Project “Providence on Major Drive” is current proceeding forward with some community support from various Churches and Community Organizations.
The complex is shown to be a three (3) story complex is 128 Units divided by Rent Type as follows:
11 Low Income Units (TC 30%)
22 Low Income Units (TC 50%)
75 Low Income Units (TC 60%)
20 Market Rate Units
The State has advanced this application to the next phase which will be a review for funding. The total funds being requested for the entire State is approximately $126 Million in which an approximately $ 58 Million is available.
The Project for our area (Region 5 / Urban) is requesting Tax Credits of $1.245 Million where there is only $ 830 Thousand available.
Please note that just because there is not enough money at this immediate time, as the State reviews the viable projects, the funds for this project may be transferred from other regions to fund this one based on many considerations.
As the President of the Fairfield Homeowners Association, I will be sending a letter with copies of our Petition to the Texas Department of Housing and Community Affairs – Multifamily Finance Division in opposition of this development proceeding.
I strongly urge each resident that is opposed to write as well stressing your opposition.
Note: Opposition Letters must be received by the State no later than June 14, 2013.

Dear Fellow Residents,
We hope that each of you has received a packet of information from the Board. If you have not they will be available at the meeting. We would like to remind you of our upcoming association meeting as well as point out a few things we put in the letter, but due to the size of the packet may have been over looked.
2012 Dues are due – To date we have received payments from 30 of our 78 residents.
Article 8, Section 7 – summary, No boats, trailers, campers, buses, mobile homes, recreational vehicles, trucks (over ¾ tons) or similar vehicles may be parked or stored upon any lot or in the street, unless wholly within an enclosed garage. Please note there is a city of Beaumont restriction that states:
Sec. 20.04.002 Parking for more than 48 hours prohibited; impoundment of vehicle
The streets, alleys, or other public places of the city are not intended for storage of vehicles; therefore, any vehicle standing, parked or remaining unattended within the same two (2) blocks of any public street, alley, sidewalk, parkway or upon any property of the city for forty-eight (48) or more continuous hours, even though the vehicle is moved from one place to another within such blocks or city property, is hereby declared to be illegally parked. If the vehicle remains within the same two (2) blocks of any public street, alley, sidewalk, parkway or upon any property of the city for an additional forty-eight (48) continuous hours, it is hereby declared to be a nuisance per se, and any such vehicle when so found shall be removed summarily by any police officer of the city to any storage area designated or maintained by the police department and shall be kept there until redeemed or sold as provided in this section. For purposes of this section, “vehicle” means a device in or by which a person or property is or may be transported or drawn on a public highway, other than a device used exclusively on stationary rails or tracks. (Ordinance 99-1, sec. 1, adopted 1/12/99; 1978 Code, sec. 26-41; Ordinance 07-069, sec. 7, adopted 6/19/07)

Dear Fellow Residents,
Fairfield is growing community and we would like to take the time to welcome our new residents to our subdivision. We are glad you have chosen to make Fairfield your home and we are pleased to welcome you to our community.
Your interest as a homeowner lies with the continued success of your Association. If the Association functions well, it is our opinion that the lifestyle you have chosen will be maintained and your property values will be enhanced. Each homeowner is involved in the Association in some manner. Involvement for you may mean only that you pay your assessments on time and comply with the governing legal documents, or you may wish to take a more active role such as serving on the Board or on a Committee.
The major responsibilities of the Association are to protect the investment and enhance the value of the property owned by its members, the homeowners. The Association provides for the physical maintenance and operation of the common elements such as the entrance and street lights. The Association is also responsible for enforcing the legal documents and may do anything lawful to protect, beautify, or benefit the property under its jurisdiction, such as provide street lights, enforce restrictions, etc.
Your Association also holds the responsibility for enforcement of Deed Restrictions and Architectural Control within Fairfield. If you would like a full copy of the Declarations of Covenants, Conditions, and Restrictions, of Fairfield please let one of the officers know and this will be provided as soon as possible.
We would like to remind you of a couple of items listed in the Deed Restrictions and let you know about our upcoming Annual Meeting.
Article 6, Section 1 – summary, each owner shall regularly mow and maintain the grassed and landscaped areas of his yard, maintain in good repair and condition all sidewalks and driveways even if partly located on the street easement, as well as maintain perimeter privacy fences to include repair and upkeep of said fence.
Article 8, Section 7 – summary, No boats, trailers, campers, buses, mobile homes, recreational vehicles, trucks (over ¾ tons) or similar vehicles may be parked or stored upon any lot or in the street, unless wholly within an enclosed garage.
Article 8, Section 11 – Signs* – No sign of any kind shall be displayed to public view on any Lot in the Addition, except (1) sign of not more than five feet (5’) square advertising a property for sale or rent or used by Declarant or a Builder to advertise the property during the construction phase or sales period.
*Exception– State law prohibits the restriction of political campaign signs within 90 days prior to and 10 days after an election.
Article 8, Section 14 – Pets are not allowed to roam or wander unattended in the Addition. As a courtesy to each other please leash, as well as pick up after your pet, if walking the neighborhood.
Article 8, Section 15 – Garbage cans and other receptacles shall (except when placed on a private drive for regular collection purposes) be hidden or screened from public view.
Article 8, Section 16 – There must be at least two (2) living shade trees in the front yard, at least six feet (6’) in height and at least two inches (2”) caliper measured eighteen inches (18”) from the ground. Trees must be oaks, pines, elms, sycamores, or other similar native shade tree species. (Amendment at Annual Meeting)
One other thing that we would like to ask is that you be mindful of slowing down when driving through the subdivision as there are children playing and people walking their dogs. We would hate for anyone to get hurt and accidents do happen.
