This is a public notice to all members of the Fairfield Homeowners Association announcing the Special Meeting of the Board of Directors.  All homeowners are invited to attend and comment on the topics presented.  As designated in the By-Laws, for purposes expressed therein, the following topics will be reviewed, discussed and have a Board of Directors vote on the same:

  • 2019 Budget
  • Dues Assessment amount
  • Compliance procedures

Attendance is important for you as a homeowner.  We are here to serve the Association and its members.  If you have any comments or concerns regarding this matter or others, please do not hesitate to contact our office.

Criminal Offense in Fairfield

Fairfield Owners:

Please be vigilant.  There have been reports of thefts out of garages, vehicles ransacked and trespassing within Fairfield.  For your safety, and those around you, please ensure that you are locking your vehicles, closing your garage doors and utilizing your alarm systems.  This is always of great importance, but especially now during Hurricane recovery and as we approach the Holiday season.

The theft was reported to the police.  Security camera systems have been confirmed to have recorded some of the above referenced acts.  Management has also called in to non-emergency and requested additional attention/police drive-through for Fairfield due to the above.

  • PLEASE REPORT ANY SUSPICIOUS ACTIVITY BY CALLING 9-1-1 or NON-EMERGENCY @ 409-832-1234.

  • PLEASE BE ALERT AND AWARE OF YOUR SURROUNDINGS.

  • PLEASE SET YOUR ALARM SYSTEMS.

  • PLEASE REVIEW YOUR SECURITY CAMERA SYSTEMS SHOULD YOU WITNESS OR BECOME AWARE OF ANY SUSPICIOUS ACTIVITIES; AND  SUBMIT TO THE AUTHORITIES, IF APPLICABLE.

Postponed – Annual Meeting

September 8, 2017

Fairfield HOA Owners:

Due to the recent events from Hurricane Harvey, the Fairfield Board of Directors (Board) has elected to postpone the Annual Meeting of Members scheduled for Tuesday, September 12, 2017.  A notice will be published once a new meeting date is determined.

2017 Letter to Residents & Budget

March 8, 2017

Fairfield HOA Owners:

2017 is off to a quick start and the Fairfield Board of Directors (Board) hopes you and your loved ones are enjoying the mild winter months.

The Board hopes that everyone appreciated having the entrance decorated with lights over the holiday season. Expect the lights to return next year!  The entrance area flowerbed end caps are to be freshened up with seasonal flowers in the coming weeks, just in time for spring.

The included 2017 HOA Budget was approved by the Board in January.  2017 income will be generate by Homeowner Dues expected from 110 homes, of which 108 are currently on the rolls. Insurance expense increased in 2016 and remained at 2016 levels for 2017.  The premium is based on the number of homes and increases as the neighborhood expands.  The Yard Maintenance budget covers maintenance of the entrance median, as previously mentioned, and routine lawn care.

Please use this as a reminder that annual HOA dues were due on February 28, 2017.  Your timely payment allows dues to remain at current levels while maintaining the entrance area.  Our HOA Management Company will be following up with homeowners that have unpaid balances soon.

A list of the most commonly overlooked, violated HOA Restrictions is also included with this letter.  Routine lawn maintenance is a requirement of our Association.  Trash cans are to be out of sight, except for trash day, and the evening prior.  We ask that you keep this sheet for future reference.

The Board meets quarterly to review HOA finances and to discuss issues impacting the HOA and its members.  The next meeting is scheduled for Tuesday, April 4th.  the meeting is open to all owners interested in attending.  Please reach out to our HOA Management Company for additional details.  Future meeting dates will be communicated on the HOA website.  The Board encourages and welcomes owner participation.

Property Owners:

The Fairfield Homeowners Association (FFHOA) Board of Directors has recently voted to adopt Bylaws of the Fairfield HOA.

The FFHOA Board will post the proposed “DRAFT” of the Bylaws on-line beginning June 1, 2016, to July 1, 2016, for your review and comments on our FFHOA Web Page – www.fairfieldsubdivision.com.  Please see below, or view within the Links Section of the website to review.  If you would like a hard copy of the draft, please contact Management via phone or email provided above.

It is requested that all Property Owners review the Bylaws Draft and provide any comments you may have back to our Fairfield HOA Management Company by contacting Management via email provided above.  Your comments are requested back no later than July 31, 2016.  Although the Bylaws Draft is lengthy, it reflects a comprehensive set of administrative guidelines that the FFHOA did not previously have, in essence, every provision is new to our subdivision.  These Bylaws will help the Board of Directors serve you better and your assistance is greatly appreciated.

Your comments will be reviewed by the Fairfield HOA Board, our Fairfield HOA Management Company and our Fairfield HOA Legal Counsel.

The final version of the Bylaws, with any changes, will be placed back on the FFHOA website for final review on approximately July 15, 2016 (www.fairfieldsubdivision.com).

On approximately July 20, 2016, all Property Owners will be mailed a CONSENT TO ADOPT BYLAWS form requesting your acceptance.  Upon completion, return in the self-addressed return envelope no later than July 31, 2016.

*URGENT* TOWNHALL Meeting: WED. 2/17 > Tax Credit Multi-Family Unit developments

To All Fairfield Subdivision Homeowners:

On behalf of your Homeowners Association President, please read the following correspondence.

As you may or may not know, the property adjacent to Major Drive at Village Drive is the proposed location for a Housing Tax Credit Multi-Family Unit Apartment Complex called Westfield Senior Village.  Your Board of Directors President, as well as Management, is in opposition of this development. 

Please review the attached information.  Additional information can be found at:  http://beaumonttexas.gov/city-council/council-agenda/  where you have full access to past City Council Meeting documents.  The opinion of the HOA Board is that these potential development projects could lead to unforeseen negative impacts on property values, use of your tax dollars, traffic and safety, to name a few.  After you have reviewed any of the pertinent information, and if you feel a need to communicate your opinion on this issue at hand, we encourage you to send an email to the City of Beaumont Mayor, Councilmen and Councilwomen, as well as attend the upcoming City Council Meetings.  City Council Meeting details and email addresses are provided below.

 In addition to your correspondence, it is very important that you to attend the Town Hall Meeting, hosted by the Developer, to learn specific information about the proposed project.

The Developer, JES, of this particular proposed Tax Credit Multi-Family Unit project, has scheduled the required TOWNHALL MEETING. 

Mike Getz, City Council Member of Ward 2, is planning on attending.

The residents of the 3 nearby Homeowners Associations (Barrington Heights, Fairfield, Westchase) are the platform for this meeting. 

You are welcome to invite anyone else who may be interested in attending.

The City Council Meeting on 2/16/16 there will be a WORK SESSION to review and discuss Housing Tax Credit applications related to proposed projects within the City of Beaumont, or the City’s Extraterritorial Jurisdiction (ETJ). 

The City Council Meeting on  2/23/16 meeting will involve a Vote on each specific project as listed in the attachment below.  

Your attendance at both City Council Meetings, and our Town Hall Meeting is strongly encouraged to voice your opinions as residents, homeowners and taxpayers of the City of Beaumont.

Subject:  Opposition Letter to Multifamily Development TDHCA Application:  13203 – Region 5 / Urban – “Providence On Major”

As President of the Fairfield Home Owners Association, I am writing as the Association Representative to express our opposition to the funding and development of the multifamily development known as “Providence On Major” – Reference TDHCA Application: 13203.

The residents of several neighborhood associations are opposed to this project and some have elected to express their rights to protest in opposition.  This letter represents the residents of the Fairfield Subdivision that are in opposition.

Geographically, the Fairfield Subdivision is located directly across Major Drive from the proposed development sight for “Providence On Major” Multifamily Complex.  (Referenced Site Map Included)

I cannot speak to why each individual is in opposition, I can only speak to the fact that the overwhelming majority of our residents are in opposition.

The Fairfield addition has 88 properties in which 82 of these properties (93%)  signed a petition against any development of Multifamily Complexes on North Major Drive between Delaware and Folsom.

The following History is included in the E-mail attachment for supporting our opposition.

On February 14, 2013, the Fairfield HOA submitted to the Mayor of the City of Beaumont, all Council Members – City of Beaumont, County Judge – Jefferson County, all County Commissioners – Jefferson County, State Senator District 4, and State Representatives for both District 21 and District 22 our petition in opposition to any Multifamily Complex Developments in the fore mentioned corridor.

On February 19, 2013, County Judge Jeff Branick responded to the Fairfield HOA E-Mail with questions that required an appropriate response.

On February 19, 2013, I responded back to Judge Branick with a response to his questions.

On February 19, 2013, Judge Branick responded back indicating that one of the questions he had asked during a session with the developer was “how the neighbors feel about the proposal”.  Judge Branick then advised that we could discuss our concerns over the telephone.

Sometime during the week of February 22nd, I personally spoke to Judge Branick and discussed the concerns of the residents and their general feelings of opposition.

During our conversation, I was advised by Judge Branick that he had instructed the developers to meet with the residents concerning the development.

May 29, 2013, I advised Judge Branick that after 90 plus days, the developer has never contacted me or the HOA to discuss or even present the development plans or obtain any concerns that the residents may have.

I am extremely disappointed both personally and as the Fairfield HOA President that the developer did not take the time to contact or even appear to make an effort to meet with the residents of Fairfield over their concerns.

His actions or should I say lack of action indicates to myself that the developer could care less what the residents of those that will be living around this complex has to say.

As noted in the E-Mail, I advised Judge Branick that Fairfield would be sending this Letter of Opposition on or before June 1st, however, due to timing issues, it will be mailed during the week of June 3rd.

In addition, the Fairfield residents realize that the current location is within County jurisdiction and not the City of Beaumont; as such, it is understood that there are no zoning restrictions for development in the unincorporated areas of Jefferson County.

This leads to further concerns by the residents and that there will most likely be the need for the City of Beaumont to annex the property to provide the basic services such as:

  • Water
  • Sewer
  • Fire Protection
  • Police Protection

With the need for these services, the Fairfield residents, whom are residents of Beaumont, ask, who will fund the increase in the tax base needed to accommodate a planned 128 Units (as noted in the Application).

In conclusion, I request that the Fairfield Residents Letter of Opposition be entered into record as documentation against the funding of project TDHCA Application – 13203 – Region 5 / Urban – “Providence On Major”.
